UK Treasury weighs borrowing shift to unlock infrastructure investment

British Treasury officials are exploring a strategy to increase national borrowing by leveraging flexibility within existing fiscal rules. Finance minister John Healey signaled a push for more rapid investment, potentially directing billions toward infrastructure, housing, and business support ahead of the upcoming October 28 budget announcement.

The potential shift relies on revisions made by former finance minister Rachel Reeves in 2024, which now account for public sector assets when calculating national debt. This adjustment creates space for increased state spending, with analysts suggesting funds could flow through institutions like the National Wealth Fund, the British Business Bank, and the National Housing Bank. Beyond national projects, some of this capital may reach regional mayors, aligning with Prime Minister Andy Burnham’s push to decentralize fiscal authority.

While the government maintains a commitment to budget discipline, investors remain cautious given that gilt yields currently lead the G7. The Resolution Foundation estimates that scaling the National Wealth Fund could unlock an additional £9 billion annually by 2031. A finance ministry spokesperson declined to confirm specific proposals, noting that Chancellor Healey will finalize these decisions during formal fiscal events rather than reacting to ongoing speculation.
