With a $32 billion budget deficit looming, Ukrainian lawmakers face a renewed push to pass a controversial tax on imported parcels next week. The legislation remains a non-negotiable benchmark for the International Monetary Fund, serving as a high-stakes test of the government's capacity to deliver essential fiscal reforms.

Danylo Hetmantsev, who leads the parliamentary committee for finances, taxes and customs, confirmed plans to resubmit the bill after its initial failure to clear a first reading last week. The proposal mandates value-added tax on all foreign parcels valued under €150, a measure met with significant resistance from legislators who frequently cite concerns over populism and poor drafting.

The pressure from international lenders is mounting following a recent visit by an IMF mission to Kyiv. Officials described those negotiations as complicated, noting that the Fund expects full compliance without exceptions. Parliamentary Chairman Ruslan Stefanchuk and President Volodymyr Zelenskiy have both issued urgent calls for the bill's passage, arguing that state budget stability and continued foreign assistance hinge on the legislature’s ability to move beyond internal gridlock.
