Portugal Unveils Amalia to Bolster European AI Sovereignty

Named after fado icon Amalia Rodrigues, Portugal’s first open-source AI model marks a strategic shift toward digital independence. Backed by 5.5 million euros in EU recovery funds, the foundation model aims to reduce reliance on American tech giants by providing a localized, secure alternative for public and private sector development.

Developed by a consortium of universities and research institutions, the model functions as a base technology rather than a consumer-facing product. It is designed for integration into banking, telecommunications, and industrial infrastructure. The project leverages national high-performance computing assets, specifically the Deucalion and MareNostrum 5 supercomputers, to ensure the necessary processing power for training and deployment.

Prime Minister Luis Montenegro emphasized that the initiative is critical to Europe’s strategic autonomy. By releasing the source code and training datasets under an open-source license, the government intends to foster a collaborative ecosystem for researchers and domestic companies. Early implementations already include a virtual museum guide, decision-support tools for the Portuguese Navy, and automated assistants designed to streamline public service delivery.
